AEPOC's mission consists principally in studying the phenomenon of piracy in relation to encrypted works and services and research into all the legal, operational and technological methods for increasing the security and protection of conditional access systems.
Conditional access systems are those television services/transmissions provided in encrypted form, i.e. through an access code reserved for subscribers.
Conditional access (CA) is a technical solution which allows its users to control and secure access to electronically transmitted services and contents as well as to determine the conditions under which access is granted.
In addition to representing the interests of operators in the sector in relation to the problem of safeguarding conditional access systems, AEPOC acts to:
- support and encourage the adoption of effective legislative instruments on the Community and international level for the protection of conditional access works and systems and subsequently to verify their degree of application within individual countries, in relation to the different local situations;
- to provide backing for the anti-piracy structures of their members and provide them with detailed information about legislation as well as other developments, such as sentences, raids, pirates sites, country profiles, etc.
- to stimulate and promote cooperation and coordination between members and law-enforcement bodies or other institutions, both European and national, with the objective of achieving increasingly successful deterrent measures against all forms of piracy;
- to organise seminars, conventions and other events to provide data and information useful to raise public awareness of the gravity of the phenomenon.
